if one player goes all-in, can another player with less chips also go all in? and if so how does it effect the 1 pesron's all in amount?

Yes, you can. People can go all-in at any time. Say player 1 has 1500, player 2 has 500 and player 3 has 2000.
Player 1 is all in for the 1500, player 2 calls and is all in for 500. If player 3 folds then player 1 gets a 1000 refund and both players turn there cards before watching the 5 community cards come out.
If player 3 calls then his call is for 1500. This creates 2 pots. One is for 1500 (500*3) - this is the pot that player 2 is in. The remainder, 2000 in this case is a side pot between player 1 and 3. All 3 would turn their cards if the allins were pre-flop. Player 2 cannot win the sidepot no matter what cards they have.
