If rebuy is allowed, what is the cost of rebuy; in otherwords, does the person who wishes to rebuy get the same original chip amount as was at the beginning of the game OR does the person get the same amount of the lowest chip count on the table? Thank you for your advice and time.

The rebuy amount would be the same as the initial chipstack, and the cost of rebuy can be whatever you like but is usually the same as the initial buyin. Players may have less than this which is an incentive for them to play loose within the rebuy period. Rebuys are only allowed if they are agreed in advance of the start of the tournament.
