If the 5 cards on te board form a straight for everyone ace high. What determines the winner.? Some one with a pair of 9's in the hole or some one with ace jack in the hole?

Neither - in this situation the hand is tied and the pot split. It's the best 5 cards you can make from your hole cards and community cards. In this case the best 5 would be a straight for each player.
