Down to 3 players Iam short stack and first to act I go all in and the next player who is chip leader goes all in and the final player goes all in, in essence possible the last hand of tourney....I have A6... big stack shows 99 and third player shows Q4 cards come out 247-6-7..big stack wins pot and tourney with 2 pair 99 and 77 i have 66 and 77. Third player shows 99 with a Q payout structure is 80/20 top 2...I came in second but since what I was told was at the start of the hand I was short stack and since everyone got knocked out it goes by chip stack regardless that I beat one of the 3 players?????? is this right .....please help does not 77664 beat 99Q42

Thats correct, unfortunately for you. The outcome of this hand beat you both and that's all the cards are used for. The second and third placings are decided by who had the larger chipstack at the beginning of the hand, and as you said you were on short that means you placed 3rd in this game.

Sorry. Confused

Same thing happened to me once. There were 3 of us left at a big tourney and I had the short stack. We all went all in and I beat the guy with the second largest stack but we both lost to the chip leader so I placed third. This was at party poker. It was annoying but not much one can do about it.
