If you have 4 people at the table and the blinds are 400 and 800. p-1 is SB p-2 is BB P-3 only has 300 should he fold and wait for a good hand. Or must he play this hand because he will not have the chips to call the next hand.

Good question. Actually the answer is that you have to avoid getting into this situation in the first place. Here the guy with 300 is on the verge of being blinded out which means he will almost certainly lose no matter when he goes in (because several players will call and he can't bluff).
The better thing to do when you are getting low on chips is to go allin when you are around half average chips when in late position. Position is the most important thing in Texas Holdem - more important than even the cards. If you go allin when you are still 2-3 times the value of the big blind you have a good chance of making people fold. If you have the chance to wait for a few cards wait for the first Ace then go allin on that.
If you wait until you almost blind out then you have very little chance of winning the 4 or 5 allins you need to get back in the game.
