Hopefully this forum will help...
We had the following situation come up the other night:
Community:
89Q35
Player 1 - Q7
Player 2 - Q4
The flush wasn't a factor on this hand.
Player 1 was declared the winner with QQ987, while Player 2 had QQ985.
Someone else at the table had an objection, saying that it was a split pot because both players had a 9 kicker. He feels that only the highest card (the kicker) following the pair determines the pot, and the final two card don't matter.
We called it based on the "Best 5 cards" rule. Did we rule correctly on this?

You were right. If the 'first card' isn't making the difference, the second one is and so on until five cards in total have been compared. Only if there is no decision in the five best cards in a hand it's a split pot.
So on a Ac Kc Qc Jc 2c board 3c 7h wins over Ah Ad but would lose to 5c Td
