Post subject: verbal declaration

(in heads up play and final betting round) if a player puts on a $500 chip (minimum bet is $100) and says softly, "three hundred". The opponent puts a $100 chip and said "Call". The bettor showed his hand. Then the dealer said: Sir, He bet $300. The caller said I thought it was a hundred... Then took away his bet and folded his hand.

The caller said "CALL" right? Does he have the right to take his bet and fold? Or should he call the three hundred?

yes he can and next time make sure you have the one call put the correct chips down before you show your hand rookie mistake....once he saw your hand he had an excusse to keep from losing more chips....
