I bet 10, somebody raises me 10 by going all in. third guy calls, I call.
the cards are flopped. I bet 19 to the third guy. he doesnt match bet. is he out of the original "all in" pot?

That's correct - in this situation he is out of the original all-in pot so has effectively folded 20 (been forced out of the pot by your aggression, whether you had good cards or not).
